Software houses in Poland: how to choose one without getting burned

Poland has thousands of software development companies and dozens of “best of” lists written by the companies themselves. This guide is the opposite: how the lists are really ordered, how to verify any agency in ten minutes using public registers, what they charge, when one senior engineer beats an agency, and the exact method and weights behind the rankings on this site. The rankings are built from a data set I collected for two months while choosing my own next clients.

In short: A software house is a company that builds software for clients by project or by team, as opposed to a product company or a body-leasing firm. Before you choose one, check the company in the court register (KRS), its latest financial statement on rejestr.io and its Clutch reviews, and ignore the order of the Clutch list, because the first places are bought. In the national ranking for 2027 the highest scores go to Zaven (90), Deviniti (89) and CSHARK (89).

  • 1,485companies in the data set
  • 709checked in KRS

The rankings

Each ranking covers one city or one specialty. It lists up to 10 companies by score and shows every company checked, including the excluded ones with the reason. Every table can be downloaded as CSV.

How a Clutch city list is really ordered

Clutch is the most used directory for finding agencies, and its city lists are the source of most “best software house in [city]” articles. The order of a city list is not the rating. It is: paid placements first, then companies with a paid Premier Verified badge, then Verified, then the rest by Clutch’s own rank. Clutch documents the difference between verification and sponsorship and where sponsored pages sit.

In the Wrocław list I read on September 16, 2026, 9 of the first 16 positions were ads: their links went through ppc.clutch.co with a sponsor flag. Eight of those nine companies have no office in the city at all; they are listed as “serves Wrocław” and are based in Ukraine, India or the US. Companies with a real Wrocław office and 40 or 70 reviews sat below them. A 5.0 rating appears at position 1 and at position 56 alike.

That is why the rankings here mark every paid position, exclude “serves the city” entries from city rankings, and never let the badge or the position affect the score. Clutch reviews themselves are useful: they are client interviews with budgets and project descriptions. Read them, but ignore the order.

Check any Polish agency yourself in 10 minutes

  1. Find the legal entity in the National Court Register (KRS): search the name, note the KRS number, the seat, the share capital and the shareholders. “Office in Wrocław” with a seat in Warsaw is a sales office. A share capital of 5,000 PLN is normal for a limited company; what matters is who owns it.
  2. Open the last financial statement on rejestr.io (free view): revenue, profit or loss, and the filing date. Two years of losses, or a statement filed months late, is a project risk. For subsidiaries of foreign groups the Polish numbers can be artificially low or high, so read them with the ownership in mind.
  3. Check the VAT white list: status active, and the company name there matches the one on the contract.
  4. On the Clutch city list hover over the company link. A link through ppc.clutch.co is an ad. Then open the profile and read the reviews: who the client was, the budget, whether the review is verified, and what the client said would have gone better.
  5. On GoWork read the reviews, not the stars. Ten positive reviews in two weeks after years of silence is a campaign; the data set behind these rankings flagged 29 such clusters. Mentions of layoffs, late pay and constant rotation on client projects are what affect you.
  6. Check the job boards: JustJoin.it and No Fluff Jobs. An agency that hires for your stack right now has people for your project. An agency with zero open roles for a year is either full or shrinking.
  7. Ask for the names of the people who will work on your project and check them on LinkedIn: employees or subcontractors, and for how long. Ask who replaces them if they leave.

Software house, freelancer, employer of record or your own hire?

A software house gives you several roles at once and a project manager, and bills a rate that covers margin, management and the bench. A senior freelancer on a B2B contract gives you the person who does the work, at a lower rate, with a cap on hours. An employer of record gives you a full-time employee in Poland without a Polish company. A direct hire needs a Polish entity.

The numbers for each model, what a senior developer costs in Poland against the US, the UK, Germany and India, and the working rules are on Hire a software developer from Poland. The short version: for an MVP, an integration, a rescue of an AI-built app or a product one person can carry with coding agents, one senior is cheaper and faster. For five roles at once, take an agency from a ranking here.

Red flags that the registers reveal

Virtual office as the seat

The registered address is a coworking or a virtual-office provider shared with hundreds of companies. The team is somewhere else, often abroad.

A new entity with an old brand

A company founded in 2025 by a foreign holding, using a brand that claims 15 years. The experience may be real, the Polish entity is not.

Struck off or in liquidation

Companies in liquidation still appear on third-party “best of” lists for years. The white list and KRS show it in seconds.

Loss after loss

A loss with 50 people is a quarter without salaries. Two in a row with no capital increase is a company that may not finish your project.

Review campaigns

A burst of short positive reviews on GoWork in the same two weeks, often during a hiring push or after a bad press cycle.

Rates far below the market

A Polish agency declaring 25 to 49 USD an hour either subcontracts abroad or pays juniors; ask who will actually write the code.

Methodology and weights

The data set started as a job radar. Between September and October 2026 I cataloged 1,088 IT companies in Wrocław, 946 of them on a map, to choose my own next clients. That list came from every page of the Clutch city listing, the ITCORNER cluster, Google results, job ads and office-building directories. In late October 2026 the same method was extended to the rest of Poland: every page of the Clutch listings for Warsaw, Kraków, Poznań, all of Poland and AI developers, the KRS API for every matched company, rejestr.io for the latest filing, GoWork for employee reviews and 10,000 open roles on JustJoin.it.

For each company the record holds: seat and legal form (KRS), share capital and shareholders (KRS), revenue and profit from the latest filing (rejestr.io), Clutch rating, number of reviews, hourly rate band, minimum project size, badge and whether the position was paid, GoWork sentiment with counts and review clusters, open roles and the stack they hire for, website, founding year and office. Private assessments from the radar, such as my own fit score or notes, never leave the private file.

Each company gets a score from 0 to 100 made of five axes from 0 to 5, with the weights below. A paid Clutch placement and the Premier Verified badge do not affect the score. A city ranking only admits companies with an office in the city confirmed by KRS, by the Wrocław radar or by the company’s own Clutch location. Office lists on company websites are shown but do not count, because many are coworking addresses. The company must be a company, not a sole trader, must not be struck off, must deliver software projects (not rent people, sell a product, run marketing or resell SAP), must have at least 10 people and at least 5 Clutch reviews or 2 million PLN of revenue in a filing. A company listed as “serves the city” on that city’s Clutch page is excluded, and so is a Polish entity with less than 1 million PLN of revenue that claims 250 or more people. On the generated lists only scores of 55 or more are published.

AxisWhat countsWeight
TransparencySeat confirmed in KRS, legal form, a published financial statement, known shareholders, a working website.20%
Client reputationClutch rating weighted by the number of reviews (30 reviews is full weight), with a bonus for 60 and 100 reviews at 4.8 or higher. No reviews means a neutral 2 of 5.30%
StabilityProfit or loss in the last filing, revenue scale, age, employee sentiment on GoWork, layoff mentions, review clusters. Struck off means 0.25%
SpecializationFit to the list (office in the city, or the stack for a specialty list), a clear service focus, a documented stack, delivering projects rather than renting people.15%
ActivityOpen roles on JustJoin.it and No Fluff Jobs in the latest snapshot, a working site, recent employee reviews, an active company profile.10%

Within the top 10 the order is the score; ties go to the company with more Clutch reviews, then higher revenue. Every entry shows its five axis values, so you can disagree with my weights and re-rank in your head. The full table on each ranking shows every company with the same score, including the excluded ones with the reason.

The limits. Clutch reviews are collected by Clutch and skew positive; GoWork reviews are anonymous and skew negative; financial statements are a year old by the time they are filed; subsidiaries of foreign groups report Polish numbers that do not describe the group. The method treats all of these as signals with small weights, not as verdicts. The sources and the date of each check are under every entry.

Questions

How much does a software house in Poland charge?

On Clutch most Polish agencies declare 50 to 99 USD an hour, boutiques 100 to 149 USD, and offshore firms that pay to appear on Polish city lists 25 to 49 USD. Minimum projects run from 5,000 to 25,000 USD, with enterprise consultancies at 100,000 USD and more. The developer on your project is paid less than half of the billed rate.

Is Clutch reliable for choosing a Polish agency?

The reviews are useful, the order is not. City lists put paid placements first, then paid badges, then the rest. Read the reviews and check the company in the court register yourself; the steps are above.

What is a software house?

In Poland “software house” means a company that builds software for clients on a project or team basis, as opposed to a product company or a body-leasing firm that rents developers into someone else’s team. The rankings here separate the three.

Which Polish city has the most software houses?

Warsaw, Kraków and Wrocław have the largest clusters, with Poznań, the Tricity (Gdańsk, Gdynia, Sopot), Łódź and Katowice behind them. The Wrocław data set alone has more than 500 companies with an office in the city, of which over 130 qualify as software houses by the criteria above.

Can one senior developer replace an agency?

For an MVP, an integration, a rescue of an AI-built app or a product one person can carry with coding agents, yes, and at a lower cost. For five roles at once with a project manager, no. The comparison with numbers is on the page about hiring a developer from Poland.

Who pays for these rankings?

Nobody. No agency pays for a position, there are no affiliate links, and the only business interest is mine: I sell senior engineering as the alternative to an agency and say so on every page.

How this ranking was made

  • 1,485companies in the data set
  • 709checked in the National Court Register
  • 454with a financial statement
  • 7,436Clutch listing positions read, paid ones marked
  • 451employee review profiles on GoWork
  • 2+months of data collection, since September 2026

The company list comes from a full read of the Clutch city listing (every page, with paid positions marked by their ppc.clutch.co links), the ITCORNER cluster, Google results and job ads. Every company was checked in the National Court Register (KRS) for its seat, legal form, capital and shareholders, in rejestr.io for revenue and profit from the latest filing, on GoWork for employee sentiment, layoff mentions and review clusters, and on the JustJoin.it and No Fluff Jobs boards for open roles and the stack they actually pay for. The 0 to 100 score is five axes with published weights: transparency, client reputation, stability, specialization, activity. A paid Clutch placement does not raise the score.

Disclosures

  • I worked at Sanddev (Wrocław) as the founding engineer of its Sandtime product until November 2026. Sanddev appears in the full table with the same score as everyone else and no editorial favor.
  • As a contractor I have talked with, or applied to, some of the agencies on these lists. None of them knew about this ranking and none of it changed a score.
  • No agency pays for a position, there are no affiliate links, and no company has seen its entry before publication. If any of that changes, the disclosure changes first.
  • My business interest is on every page: I sell senior engineering with AI agents as the alternative to hiring an agency.
  • Written with AI (Claude) from the data set. Every number in the editorial text is checked automatically against the company record or the research notes, and every top entry was read against the company’s own website. Sources and check dates are under each entry.
