Legacy modernization in Warsaw, ranked for 2027

Best legacy modernization software houses in Warsaw

Ask how they keep the old system running while the new one grows, and how they migrate data. A full rewrite with a big-bang switch is the riskiest plan. I found 22 companies with an office in Warsaw that show legacy modernization work in at least one source (22 by their Clutch profile), and checked each in the court register, its latest filing and its employee reviews. 21 meet the ranking criteria and the 10 highest scores are below. I sell the alternative: one senior engineer working with AI agents.

In short: The highest-scoring legacy modernization software houses in Warsaw for 2027 are Devapo (score 80), Clurgo (score 79) and Civitta (score 77). The 0 to 100 score combines court register data, the latest financial statement, Clutch client reviews, GoWork employee reviews and open roles on the job boards. Paid Clutch positions do not count.

  • DevapoLegacy modernization is 10% of service lines on its Clutch profile. Score 80, 4.9 on Clutch from 9 reviews, profit in 2025.
  • ClurgoLegacy modernization is 70% of service lines on its Clutch profile. Score 79, 4.3 on Clutch from 11 reviews, profit in 2025.
  • CivittaLegacy modernization is 15% of service lines on its Clutch profile. Score 77, 4.9 on Clutch from 23 reviews, profit in 2025.
  • Azati SoftwareLegacy modernization is 10% of service lines on its Clutch profile. Score 75, 4.9 on Clutch from 15 reviews, profit in 2025.
  • One senior instead of a teamIf the project fits one person with coding agents, compare the cost before you pay an agency margin.

The picks come from the data in the full table, not from who paid. A company enters this list when at least one source shows legacy modernization work; the share on Clutch is what the company declares.

The ranking

The order below is the score from five axes: transparency, client reputation, stability, specialization and activity. Here specialization measures how strong the legacy modernization evidence is. Weights and the full method are on the guide page.

Financial figures come from the latest filing of the Polish company. For subsidiaries of foreign groups they can be far from the size of the real business. Open the sources under each entry before you shortlist.

All companies in the data set, with the same score. Companies without a confirmed office, sole traders, body-leasing firms and product companies are listed but not ranked.

Who is not in the top 10, and why

Paid placements and “serves the city” without an office

On the Clutch city list the first positions are bought with ads (links through ppc.clutch.co) or a “serves” entry. These companies have no office in the city according to KRS or their own site, so they are not ranked here.

None in this city.

Struck off the register or in liquidation

They still show up on other people’s “best of” lists. Here they appear only in the full table.

  • KITRUM

Body leasing, product companies and other services

Renting people into someone else’s team is a different service from delivering a project. A product company, a marketing agency or an SAP partner does not sell software projects either. They are in the full table with a label.

None in this city.

On the city’s Clutch list, but based elsewhere

Clutch shows them on this city’s page, but KRS and our data do not confirm an office here. They are ranked in their own city.

None in this city.

Ranked 11th and below

They qualify but score lower. Their full rows are in the table below; the gap between 10th and 15th is often a few points.

Too little client evidence, under 10 people, sole traders

Without 5 Clutch reviews or 2M PLN of revenue in a filing there is no fair way to compare a company with the rest. That is a data gap, not a verdict.

None in this city.

What they charge

On Clutch, the companies in this table most often declare 50 to 99 USD an hour. The rate is what the agency bills; the developer on your project is paid less than half of it.

For comparison, my own rate is 36 to 54 USD an hour (45 USD base, pricing). The cost estimator shows what a project like yours costs with and without coding agents.

Check any agency yourself in 10 minutes

  1. Ask how they keep the old system running while the new one grows, and how they migrate data. A full rewrite with a big-bang switch is the riskiest plan.
  2. Find the legal entity in the National Court Register: the seat, the share capital and the shareholders. An office here with a seat in another city is a sales office, not a team.
  3. Read the last financial statement on rejestr.io: revenue, profit or loss, and whether it was filed on time.
  4. Check the VAT white list: active, and the name matches the contract.
  5. On the Clutch list hover over the company link; a link through ppc.clutch.co is an ad. Then read the reviews themselves.
  6. On GoWork read the employee reviews, not the stars, and look for layoffs and rotation.
  7. Ask who exactly will work on your project, and check those people on LinkedIn.

Questions

What are the best legacy modernization software houses in Warsaw in 2027?

By the score on this page: 1. Devapo (80), 2. Clurgo (79), 3. Civitta (77), 4. Azati Software (75), 5. FREYSOFT (72). The score adds up transparency in the court register, client reviews on Clutch, profit and stability in the latest filing, specialization and current hiring. The full table shows every company checked.

How much do legacy modernization agencies in Warsaw charge?

Most companies in this table declare 50 to 99 USD an hour on Clutch. My own rate as a senior engineer working with AI agents is 36 to 54 USD an hour.

How do you know a company does legacy modernization?

From at least one of three sources: the service, industry and framework shares on the Clutch profile, the skills in open roles on JustJoin.it, or my own Wrocław catalog. Companies with two or three sources score higher on specialization. The software house finder shows the same tags for every company.

Did any company pay to be on this list?

No. There are no paid placements and no affiliate links. The only business interest is mine: I sell senior engineering as the alternative to an agency.

Can I get my company added or corrected?

Yes. Write to ciunkos@gmail.com with the KRS number and the correction.

How this ranking was made

  • 1,485companies in the data set
  • 708checked in the National Court Register
  • 453with a financial statement
  • 7,436Clutch listing positions read, paid ones marked
  • 451employee review profiles on GoWork
  • 2+months of data collection, since September 2026

The company list comes from a full read of the Clutch city listing (every page, with paid positions marked by their ppc.clutch.co links), the ITCORNER cluster, Google results and job ads. Every company was checked in the National Court Register (KRS) for its seat, legal form, capital and shareholders, in rejestr.io for revenue and profit from the latest filing, on GoWork for employee sentiment, layoff mentions and review clusters, and on the JustJoin.it and No Fluff Jobs boards for open roles and the stack they actually pay for. The 0 to 100 score is five axes with published weights: transparency, client reputation, stability, specialization, activity. A paid Clutch placement does not raise the score.

Disclosures

  • I worked at Sanddev (Wrocław) as the founding engineer of its Sandtime product until November 2026. Sanddev appears in the full table with the same score as everyone else and no editorial favor.
  • As a contractor I have talked with, or applied to, some of the agencies on these lists. None of them knew about this ranking and none of it changed a score.
  • No agency pays for a position, there are no affiliate links, and no company has seen its entry before publication. If any of that changes, the disclosure changes first.
  • My business interest is on every page: I sell senior engineering with AI agents as the alternative to hiring an agency.
  • Written with AI (Claude) from the data set. Every number in the editorial text is checked automatically against the company record or the research notes, and every top entry was read against the company’s own website. Sources and check dates are under each entry.
